3) Look at breeding sites and create a maritime sanctuary with a protection zone with a radius of 25 or more miles. We could trade federal lands for this maritime sanctuary. Implement boat seizures and other harsh penalties for operating within these radii.
4) Bottom trawling is not sustainable and should be pushed beyond the 200-mile limit. Further, the nets ought to be reduced in size and fitted with deployed tracking technology similar to truck driver systems that monitor movement and time. This information along with depth allows for enforcement and research without a heavy cost.
5) Taxpayers have been funding countless research projects regarding fisheries. I would like to see some conclusions with recommendations on how to reduce by-catch. Conversely, I would like to see what the fishing industry has to offer in reducing by-catch. Lastly, the market has a say, what are consumers willing to accept?
We received a number of other inputs such as non-Alaskan boats participating in a lottery in order to operate within the NPFMC region. Additionally, increase recreational sportfishing and upriver presence on the State Fisheries board to reflect the state-wide impact of fisheries management. This however is a State level issue, not a Federal one. We received many suggestions and I would strongly encourage this discussion to continue.
